St. Louis County SAVES
MCE is partnering with the St. Louis County SAVES program to increase residential energy efficiency. St. Louis County SAVES became the first program of its kind when it secured a $10.3 million Qualified Energy Conservation Bond in 2011. The SAVES program offers fixed, low-interest loans to homeowners for energy efficiency and/or solar upgrades to their homes. Demand for the program is evident based on the $1 million in loans that have closed (159 loans total) with St. Louis County homeowners since the program was launched. However, demand creation must accelerate to fully utilize the bond issuance by May 2014.
The SAVES program is of so much interest that the U.S. Department of Energy’s (DOE) prestigious Lawrence Berkeley National Laboratory has performed a case study on the SAVES program. The SAVES program provides a new avenue for large scale residential energy efficiency that sidesteps the problems associated with residential Property Assessed Clean Energy (PACE) and the mortgage crisis. Bloomberg New Energy Finance and the American Council for an Energy-Efficient Economy (ACEEE) are also following the SAVES program.
